President Bola Ahmed Tinubu has declined to give his assent to a bill seeking to establish the Federal University of Education, Numan, in Adamawa State. The rejection was formally conveyed in a letter addressed to the Speaker of the House of Representatives, Abbas Tajuddeen, and read by his Deputy, Benjamin Kalu, during Tuesday’s plenary session.

In his response, President Tinubu highlighted legal inconsistencies and structural omissions as key reasons for rejecting the bill. He pointed out that Section 22 of the bill improperly grants the authority to dispose of land to the governor, rather than the President, as is legally required for federal government entities, including universities.

Furthermore, he noted a critical oversight in Section 25(b) of the bill, which failed to include provisions for the awarding of degrees by the proposed institution, thereby undermining its academic credibility and operational viability.

The bill, which was passed by the House of Representatives last year, had been forwarded to the President for approval. However, with this decision, the establishment of the Federal University of Education, Numan, faces an uncertain future unless necessary amendments are made to address the highlighted issues.
