Oyo State Governor Seyi Makinde’s approach to governance, now being described by political analysts as ‘Flowchart Politics’, is drawing attention as a potential template for national politics.

The term, coined by observers of Makinde’s administrative style, refers to his data-driven, step-by-step method of policy formulation and execution. Under this model, policy decisions are mapped out with clear inputs, measurable outcomes, timelines, and contingency steps, much like an engineering flowchart, before implementation begins.

Speaking at a policy roundtable in Ibadan on Friday, Dr. Kareem Ojo a political science lecturer, described the approach as “a departure from the reactionary politics that often defines Nigeria’s public sector.”

“Flowchart Politics prioritises process over pronouncement. It means every major decision is subjected to diagnostics, stakeholder mapping, and impact projection. What Makinde has done in Oyo with education compacts, agribusiness frameworks, and the Light-Up Oyo project reflects that,” Ojo said.

Since assuming office in 2019, Governor Makinde has been noted for institutionalizing technical reviews and inter-agency coordination before project rollout. His administration’s handling of the COVID-19 response, the Oyo State Security Network Agency (Amotekun) integration, and the ongoing Ibadan Circular Road project have all followed phased, documented processes with public dashboards for tracking.

Proponents argue that applying ‘Flowchart Politics’ nationally could reduce policy summersaults, waste, and abandoned projects. “At the federal level, we often start big projects without a clear map of who does what, when, and how success is measured. A flowchart approach forces accountability into the system from day one,” said Dr Ketema Wakjira, Executive Director of the Center for Federal and Governance Studies

Governor Seyi Makinde is yet to publicly embrace the term ‘Flowchart Politics’ to describe his governance model, but his recent public statements closely mirror its core principles.

Speaking on Thursday at the 67th birthday celebration of Senator Monsurat Sunmonu in Oyo town, Makinde told well-wishers that “good governance is less about slogans and more about systems that outlive individuals.” The remark, delivered during an informal exchange at the event, reinforces the governor’s long-standing emphasis on institution-building over personality-driven politics.

The phrase aligns with what political observers have termed ‘Flowchart Politics’ a methodical, data-driven approach where policies are designed with defined inputs, measurable outputs, and clear accountability frameworks before execution. Analysts point to Makinde’s handling of state projects, from the Oyo State Security Network to the ongoing upgrade of education infrastructure, as examples of this systems-first philosophy.

At the same gathering, the governor also addressed political succession, hinting that the candidates he intends to support in future elections would be unveiled before the end of May. While he did not name individuals, the comment has stirred fresh conversations within Oyo State political circles about continuity and alignment with his governance blueprint.

Makinde’s dual focus on systems and succession suggests an attempt to institutionalize his administrative style beyond his tenure, a key test of whether ‘Flowchart Politics’ can transition from a governor’s personal method to a lasting political doctrine in the state and, potentially, at the national level.

As Nigeria’s 2027 political cycle begins to take shape, political watchers say the appeal of a systems-based, predictable approach to governance may gain traction beyond Oyo State. Whether ‘Flowchart Politics’ can scale nationally remains to be seen, but its emergence signals a growing demand for process-driven leadership in Nigerian politics
