Close to six years of his administration, Governor Seyi Makinde has significantly advanced Oyo State’s energy sector through the Ministry of Energy and Mineral Resources. His administration’s initiatives have focused on enhancing energy access, promoting sustainability, and stimulating economic growth.

In 2019, Governor Makinde established the Ministry of Energy and Mineral Resources to centralize and coordinate the state’s energy initiatives. This move signified a commitment to structured energy planning and development, with Barr. Seun Ashamu was appointed as the pioneer commissioner to lead the ministry’s efforts. The “Light-Up Oyo” initiative was launched to improve public lighting across the state, thereby enhancing security and extending commercial activities into the evening hours. This project utilized a combination of energy sources, including grid power, gas generators, and inverter systems, to ensure consistent illumination.

The initiative was executed under a 72-month agreement, with performance metrics tied to the state’s internally generated revenue to ensure sustainability beyond the current administration. A significant milestone in the state’s energy sector is the commissioning of an 11MW hybrid Independent Power Project (IPP) in December 2024. This project, developed in partnership with Elektron Energy, combines 10MW of gas-fired power generation with 1MW of solar photovoltaic energy. The IPP supplies electricity to critical government facilities, including the state secretariat, healthcare institutions, judicial complexes, and public lighting systems within a 10km radius.

Governor Makinde’s administration has prioritized renewable energy to extend electricity access, particularly in underserved rural areas. The initiatives include the Deployment of solar-hybrid mini-grids in communities such as Otefon, Ajia, Agbaruru, and Arowomole, providing reliable power to areas previously without electricity. Another one is the Installation of solar energy kits in 46 primary healthcare centers across the state, ensuring uninterrupted power supply for essential medical services. Also, Provision of solar-powered lighting in major markets to enhance security and facilitate extended trading hours.

To support the state’s energy objectives, Engr. Seyi Makinde Abiodun’s administration has also undertaken several infrastructure and policy reforms, such as,
Collaboration with the Transmission Company of Nigeria (TCN) to upgrade substations and expand transmission capacity, including the construction of new 132KV substations in strategic locations.

Signing of a $100 million investment agreement with Shell Nigeria Gas for the construction of gas pipelines and a Pressure Reduction and Metering Station, and also facilitating the use of gas as a cleaner energy source. Development of the Oyo State Electrification Power Policy and outlining a roadmap to achieve statewide electrification by 2030.

Recognizing the importance of local capacity, the government has initiated programs to train youths in meter installation and other energy-related skills, enhancing employability and supporting the state’s energy infrastructure. Additionally, efforts have been made to connect and energize previously abandoned transformers, restoring electricity to various communities.

To foster innovation in the energy sector, the Oyo State government has signed a Memorandum of Understanding with a Finnish consortium and Soprano PLC Finland which potentially paving the way for collaborative efforts in energy development and innovation.

Seyi Makinde administration is Conducting an energy audit of the State Secretariat and government facilities within a 30km radius, including secondary schools, government hospitals, quarters, and street lights.This aims to assess and optimize energy usage, potentially leading to increased efficiency and cost savings.. This center aims to facilitate research and development in renewable energy technologies, contributing to the state’s long-term energy sustainability goals.

Governor Seyi Makinde’s administration has made significant strides in transforming Oyo State’s energy landscape through strategic planning, infrastructure development, and community-focused initiatives. These efforts have not only improved electricity access and reliability but have also laid the foundation for sustainable economic growth and development.

With Governor Makinde at the helm, Oyo State is poised for continued growth and development, powered by a robust and reliable energy infrastructure.
